2025 Construction Season Wrap-Up

2025 was another busy construction year for the City. Three new projects were substantially completed, along with a couple of large carryover projects, and several smaller ones.

The largest new project this year was the 2025 Overlay Improvements consisting of partial and full depth street milling/reclamation and bituminous paving in the Church Hill Heights, Oak Crest, Garden Brook, Stone Ridge, and Hillside Meadows neighborhoods east of Highway 10, as well as on 15th Street NE west of Industrial Boulevard, 13th Street So west of Broadway Avenue So, Riverview Court, and the Benton Drive frontage road across from the 10th Street North railroad crossing. In these neighborhoods, existing bituminous trails were also resurfaced, pedestrian curb ramps upgraded, and targeted repairs to sidewalk and curb panels were made. Construction was substantially completed in October.

Another significant new project was the 2025 Highview Area Street & Utility Improvements consisting of reclamation (pulverizing) of the existing street surfaces and new bituminous paving on West Highview Drive north of Benton Oaks Drive, North Highview Drive, High Drive, High Court, and the north end of Oak Drive. A water main loop was also installed on North Highview Drive between Oak and Highview Drive. This project was bid and constructed with the 2025 Overlay project, and was substantially completed in September. Final lift paving in the water main area remains to be completed in 2026.

The City completed another Lead Service Line Replacement (LSLR) project in 2025 that replaced 56 residential water services using grant funds.

Construction of Phase 1 improvements within Mayhew Creek Park, consisting of a 4-field baseball complex and adjacent parking lot and trails, that started in the fall of 2024, was substantially completed in August. Final completion is planned for the summer of 2026.

Multiple carryover street construction projects were finalized in 2025, with the largest being the 2024 2nd Avenue South Improvements from 6th to 10th Street South and side streets. Others completed include the 2024 Overlay, 2024 LSLR, 2024 North Lift Station, and Windsor Estates 2 projects.

Construction of Phase 2 improvements within Mayhew Creek Park, that includes two (2) new multipurpose athletic fields (for soccer, football, lacrosse) and adjacent paved trails, is planned to begin in October. Substantial completion is planned for 2026 with final completion in 2027.

Looking ahead, 2026 is shaping up to be another busy construction season. The largest new street and utility reconstruction project is on 2nd Avenue South from 10th Street South to the south city limits and side streets and includes a mini roundabout at 14th Street South and a new sidewalk crossing of the railroad tracks at 9th Street South. Private utility relocation work has already begun on the corridor. The reconstruction of 2nd Avenue South from 6th Street South to Benton Drive with a new sidewalk and water main crossing of the railroad tracks is also planned, as is the replacement of another approximately 200 lead water service lines (LSLR). Multiple carryover street and park projects are planned to be completed as well. The new 2026 projects are currently in the feasibility and design stages.
