2024 Construction Season Wrap Up
In 2024, the City saw significant construction activity. Two major new projects were substantially completed, along with three large carryover projects and several smaller ones.
The largest new project for 2024 was the Second Avenue South Improvements. This project included upgrades to the street, sidewalk, storm sewer, sanitary sewer, water main, and street lighting on 2nd Avenue South from 6th to 10th Street South. It also involved work on adjacent side streets (6th, 7th, 8th, and 9th Street South) and on 3rd Avenue South from 8th to 9th Street South, starting in June. A mini roundabout was constructed at the 2nd Avenue South/9th Street South intersection. The construction is expected to be substantially completed by November, with final paving planned for spring 2025.
Another significant project, the 2024 Overlay Improvements, involved removing the existing street surface and laying new bituminous paving, along with pedestrian curb ramp upgrades and miscellaneous curb repairs. This work was done on 4th Avenue North from 8th to 18th Street North and on Osauka Road NE from Mayhew Lake Road NE (CSAH 1) to Golden Spike Road NE (CSAH 3). Work on Osauka Road took place in June and July, while work on 4th Avenue North began in August and was substantially completed in September.
The 2024 Lead Service Line Replacement (LSLR) project replaced 35 residential water services using grant funds and was substantially completed in October. Additionally, a sanitary and storm sewer extension project at the Railway Avenue/1st Street South intersection was completed in June.
Three large carryover street construction projects were finalized in 2024, including 2nd Avenue North from 3rd to 8th Street North and side streets, Division Street from 2nd to 8th Avenue and side streets, and the 2023 Overlay project (approximately 5.6 miles).
Construction of streets and utilities for a new 24-lot single-family residential subdivision east of 10th Avenue Northeast was substantially completed in September, with final paving planned for 2025.
Construction of Phase 1 improvements within Mayhew Creek Park, that include a 4-field little league baseball complex and an adjacent parking lot, is anticipated to begin by early November. Substantial completion is expected in 2025, with final completion in 2026.
Looking ahead, 2025 is shaping up to be another busy construction season. Planned projects include a new street and utility reconstruction project on portions of North Highview Drive, West Highview Drive, High Drive, and High Court; approximately 4 miles of street resurfacing and 1.5 miles of trail resurfacing east of Highway 10; the replacement of approximately 56 lead water service lines; a lift station rehab project; and the completion of multiple carryover street and park projects. The new 2025 projects are currently in the feasibility and design stages. Additional information on the 2025 construction season will be provided in the spring newsletter.
The City extends a big thank you for your patience during this construction season, especially to those directly affected and inconvenienced. We appreciate your understanding and cooperation.
